Current rules of crossing the Ukrainian border are regulated by the Cabinet of Ministers Decree № 1236 dated December 2020 with the latest changes dated May 01, 2023, and is also valid during martial law
All foreign citizens and holders of temporary residence permit regardless of the country of arrival for entry into Ukraine must have an insurance policy (certificate) issued by an insurance company registered in Ukraine, covering expenses related to medical treatment COVID-19, observation, and valid for the entire period of stay in Ukraine.
All foreign citizens, holders of temporary residence permits and stateless persons must have one of these documents:
• A document confirming receipt of one or more doses of COVID-19 vaccine, which are included by the WHO in the list of approved for use in emergency situations; or
• A foreign COVID certificate confirming vaccination against COVID-19 with vaccines that are on the WHO list of approved for use in emergency situations, or a negative PCR test result for COVID-19, or proof that the person has recovered from COVID-19; or
• Negative result of PCR test or express test for SARS-CoV-2 coronavirus antigen, which is made not more than 72 hours before the entry to Ukraine.
Tests for entry into Ukraine are not required for vaccinated persons and children under 12 years old.
Foreign guests from 18 years old who have not been vaccinated against coronavirus and cross the state border for entry are required to have a negative test result and to install the application "Vdoma" on cell phone to control self-isolation regardless of the period of stay in Ukraine.
Self-isolation does not apply if within 72 hours of entry to undergo PCR-testing or do a rapid test for the antigen and get a negative result!
Since September 20, 2021 foreigners and stateless persons who enter Ukraine for the purpose of transit and have documents confirming their departure from the country within 48 hours are exempt from self-isolation and, accordingly, from installing the "Vdoma" application and undergoing testing in Ukraine.
