Citizens of Ukraine (and holders of a permanent residence permit) can freely return from any country in the world if they have one of the following documents:
• document confirming receipt of a full course of vaccination from COVID-19 with WHO-approved vaccines for emergency use: Pfizer / BioNTech, Johnson & Johnson's Janssen, AstraZeneca / Vaxzevria, AstraZeneca / Covishield (India), AstraZeneca / SKBio South Korea / Spikevax, Sinopharm (Vero Cell), CoronaVac (Sinovac) – this can be an international, domestic or foreign vaccination certificate; or
• document on the first vaccination from the course of vaccination from COVID-19 – certificate 063-O or the "yellow" COVID certificate generated in the Diia app; or
• COVID certificate confirming recovery from COVID-19 in Diia or issued by authorized institutions of the Member States of the European Union Trust Network (EU DCC) or authorized institutions of other foreign states with which Ukraine has concluded international agreements on the mutual recognition of COVID certificates.
Citizens of Ukraine and holders of a permanent residence permit do not need an insurance policy and negative test result to return to Ukraine (unless otherwise provided by the rules of the air carrier).
Ukrainians over 18 who do not have vaccination or recovery confirmation (except for the categories defined in the exceptions above) are required to install the Vdoma app after crossing the state border or after entering the territory of Ukraine from the temporarily occupied territories and the Autonomous Republic of Crimea.
In case of impossibility or refusal to install the Vdoma mobile application, the person is subject to observation.
After installing the application "Vdoma", a person will be able to undergo PCR testing or take a rapid test for antigen – in case of a negative result, self-isolation is not used.
! After entering the territory of Ukraine from the temporarily occupied territories and the Autonomous Republic of Crimea, a rapid test for antigen can be done free of charge directly at the entry and exit control points.
If within 72 hours from the moment of crossing the border the negative test result was not received – the person must isolate himself for 10 days in the place specified during the authorization in the application "Vdoma". It is also possible to stop self-isolation early, having received a negative result of the PCR test or the express test for antigen.
IMPORTANT! Unvaccinated citizens (with exceptions) who travel from Russia and have been on their territory for more than 7 days in the last 14 days will have to adhere to self-isolation for 14 days and will not be able to take a test in Ukraine to avoid or reduce self-isolation.
