Entry of foreigners, including temporary residents and stateless persons, into Ukraine is possible:

• With a valid passport (the passport must be valid for the entire duration of stay in the country);
• Citizens of Turkey and Georgia can enter Ukraine based on their ID card (this permission has been available since March 2019);
• A residence permit that expired after February 24, 2022, allows entry into Ukraine;

• With medical insurance.
We strongly recommend that you purchase insurance that covers military risks for the entire duration of your stay in Ukraine. This type of insurance provides financial compensation in the event of accidents caused by military actions, passive military risks, and terrorist acts. The insurance also includes emergency medical assistance, outpatient treatment, hospitalization, and the possibility of transporting the insured person (or their body in case of death) from the place of stay to their permanent place of residence.

The insurance policy purchased through the appropriate portal can be modified for the period required by the guest. The process of changing dates can be performed multiple times.

• It is also necessary to confirm the purpose of your entry and stay in Ukraine.

How to confirm the purpose of entry into Ukraine?
The simplest and most effective way to substantiate the purpose of your visit to Ukraine is to provide a notarized invitation from Ukrainian citizens – relatives, acquaintances, friends, etc.

In the absence of an invitation, the following can serve as justification for the purpose of the visit:
- Hotel bookings, apartment rental agreements;
- Tourist vouchers;
- Invitations/tickets to seminars, exhibitions, fairs;
- Documents related to medical treatment;
- Written confirmation of a meeting, conference, etc.;
- Invitations from companies and organizations;
- Visa or tickets to a third country (to substantiate the purpose of the trip as "transit to a third country").

When obtaining visas at the embassies of third countries (e.g., the USA) within the territory of Ukraine, the purpose of the visit is confirmed by the respective document (e.g., completed application, appointment at the Consulate).

• With an entry visa, unless otherwise provided by the legislation of Ukraine;

• In the absence of a decision by the authorized state body of Ukraine prohibiting entry into Ukraine;

How to check the entry ban in Ukraine?
To find out if a foreigner has an existing entry ban into Ukraine, it is necessary to submit a Statement regarding the possible existence of a ban on entry by the foreigner. The application should be submitted in person and/or sent in writing (sealed in an envelope) to the address of the Main Special Information Processing Center of the State Border Guard Service of Ukraine.

• With sufficient financial means for the planned duration of stay and for return to the country of origin or transit to a third country, or with the ability to obtain sufficient financial means legally within the territory of Ukraine

How much money do you need to have to enter Ukraine?
Entry and stay on the territory of Ukraine for foreigners is allowed if they have sufficient funds or the ability to obtain these funds legally (Resolution of the Cabinet of Ministers of Ukraine No. 884 dated December 4, 2013). The verification of financial means is carried out selectively by authorized officials of the State Border Guard Service, which means there is always a possibility of not having to prove one's solvency.

In accordance with the methodology for calculating the minimum amount that a foreigner must have to visit Ukraine, the calculation is based on the subsistence minimum established on the day of entry into the country.

Holders of a residence permit in Ukraine, minors, diplomats, refugees, as well as tourists on cruises are exempt from undergoing financial checks.

Other categories of individuals can provide the following to confirm sufficient financial means:
• Cash in Ukrainian hryvnias or another convertible foreign currency;
• Bank cards, bank statements, and ATM receipts;
• Guarantee letter from the inviting party assuming responsibility for covering all expenses of the foreigner related to their stay in Ukraine and departure from its territory;
• Confirmation of accommodation and meal bookings or payments;
• Contract for tourist services (voucher, package tour);
• Return ticket to the country of permanent residence or to a third country with a fixed date.
